Description
would it be possible to provide previous - next changeset links also out of revision log, i.e. when using revision diff? or this would go to #2053?

Done as explained above in r4772.

You can eventually get this behavior by selecting the same revision for the old and new revisions, as this reverts to viewing the corresponding restricted changeset.
Adding prev/next links when examining a revision range doesn't make much sense, IMO. Better go back to the revision log and pick another range.
I think that it would be more interesting to modify the changeset links from the revision table so that they link to the restricted changeset. That way, navigating the prev/next links from such changesets would exactly match the sequence displayed in the revision log view itself and would be a more appropriate way to achieve what (I believe) you're looking for.
Besides, it's easy to go from the restricted changeset to the full changeset, but not that easy the other way round.
