Project Url missing in notifications

In Trac 0.11dev-r5693 the URl to the Project is missing in the notification mail. Example:

but [project] url is set to the correct url.

I don't think i need it, because i'm not behind a proxy and the trac ui works well.

In 0.11, the base_url setting is now mandatory.

I would say that if it is mandatory, then Trac instanciation should fail if it is not defined.

The end-user should not have to guess that the notification is failing because some parameters is missing, and Trac's failing to report which one is missing, not mentioning that the missing parameter is not related to the [notification] section.

Feel free to close this ticket and open another one to track this issue.

It is a little bit annoying to specify the url of a project minimun 2 times in the trac.ini
