Add new status for the ticket "paused"

If ticket has status "NEW" for some cases very convenient to change status of the tiket to "PAUSED" and it means to stop development. Later status can be changed back to "NEW".

This was already requested numerous time (see comment:ticket:869:106), however as explained in that comment, we've hit a limitation in the CC: field in this ticket.

So I propose to keep this ticket opened in addition to #869, for being able to notify additional people when the WorkFlow features become available.

I can explain why "PAUSED", for example our customer made new ticket with status "ENHANCEMENT" for the project. We said, this ticket will take 5 days for development and customer has no budget now for that and makes decision "PAUSED" this ticket for a while. For the current version of the Trac we can just change MILESTONE of the ticket for example from current 0.xxx to 10.xxx and it means actually "PAUSED" for us.

I mean just milestone with name "paused". Works good.

You can now (as of [5378] on trunk) customize workflows in Trac. While there is a lot more planned for WorkFlow, I believe this is enough to close this ticket.
