Description
When making multiple edits to a long wiki page it a lot of scrolling is involved (Up to see what the changes look like after clicking preview, down again to make modifications).
(In windows at least) When the mouse cursor is over the text area and you use the mouse wheel to scroll, then it scrolls the editing area - and you have to scroll all the way through the text to see the buttons (to click preview yet again).
This is a minor annoyance, and there are easy enough work-arounds (use keyboard or main scroll bar to scroll) but having the buttons (or copies of them) above the text area would mean people would not need to change they way they interact with the UI (which is a hard thing to change!)
This is a duplicate of #683, which has been closed because you can just click the "Skip" link at the top of the preview area to jump to the editing form.
