Description
I would like Trac to:
- send "us" a notify when a wiki page is modified
- allow users to subscribe to the wiki notifies
- honour a WIKI_NOTIFY permission
- leave the editor the choice to not notify anyone in case of minor wiki changes

I have also sent a previous version of this patch to the Trac ML.
This is my current implementation of the above. I feel free to share it.
