Description
It's meta-data and when printing trac should output only the page contents.
If you want it to be printed you can use the last-modified macro.
When viewing it's redundant as I can move the mouse up by 12 pixels and hit the History link.

Well, I have modified the CSS but I'm the sysadmin. Normal users won't be able to do this. Also, I will have to modify it every time trac is upgraded/security-fixed.
I'm fine with the last-modified header in normal view but I do think it should be removed from the print view. It's the only thing trac inserts in the print view that is not under user control. You can have a blank wiki page and it will print a blank page except for the last-modified header.

Note that starting with v1.0, that link is now at the bottom of the page, so a bit less intrusive. See #8488 for reference.
There has been a lot of back and forth changes regarding this, but now I think we reached a reasonable default. Have that link present on the page is useful:
And if you still don't like the 1.0 way (or can't upgrade for some reason), well, that's very easily modified in your site customization with a couple of CSS rules.
