trac-admin deploy must handle multiple resource dirs with the same prefix

Description

Currently "trac-admin deploy" chokes if you have a plugin with multiple resource dirs that reside under the same prefix because copytree tries to create directories that already exist.

I found out that this was fixed in 0.12 already so I backported the fix from 0.12
