Description
It would be nice if there was a place in the Trac.ini or in the wiki itself (albeit protected) where a body of text could be entered in above the New Ticket form. Basically it would be nice to allow for some customization without having to go hacking up templates and things. Of course this stems from my jealous needs, since SourceForge is now providing Trac but in a "closed box" form where we can't go in and tweak things like that :(

This can indeed easily be done in site.html
, or a plugin. Doesn't SourceForge allow installing plugins?

Perhaps I could have been more clear…
No Sourceforge doesn't allow plugins. And we can't edit template files. They maintain Trac, hosted-app style. They DID install the Trac.ini plugin because there was a massive request for it, but they won't do individual plugin installs, just on a whim. TicketGuidelines is _exactly_ the functionality i'm looking for. It would just be nice if that was either part of the default plugin set, or if it was simply implemented in Trac itself.
The odds that SF would update to the newest release of Trac anyway in a timely-enough fashion are pretty low anyway, so the point is probably moot for me and everybody else who would care.
