Description
I'm living in Adelaide, South Australia. We have time zone GMT+9:30 which is not in the Trac Time Zone list :-( .

Trac gets its data from pytz, which in turn is based on the timezone information from the Olson timezone database.
Looking at my own installation (which uses pytz 2008b), I can see Australia/Adelaide in the dropdown box under preferences/date & time.
So I think you might not have pytz installed?
Regardless, I cannot duplicate this, in fact I get a totally opposite result.
