I attached a file to bug #725 (after reopening it) but the attachment isn't visible on the Timeline page.

The timeline only shows the opening and closing of tickets. See #187.
If you're actually referring to the ticket changelog (and why the attachment doesn't appear there), see #718 and [878].
I'm resolving this to duplicate, because I think what you want is already represented by #187.
