trying to set up trac on windows

Description

i am trying to set up trac on windows i am up to this step ​http://trac.edgewall.org/wiki/TracOnWindows#InitializeanewTracprojectenvironment:

but i get an error when i try to initialize it

If anyone could help that would be great. not sure if this is the right place to ask

Re-read the "New Ticket" red box: Support and installation questions should be asked on the MailingList or IRC channel, not filed as tickets.

BTW it seems the file in error comes from a previous Trac installation, not from 0.11b1

Modify Ticket

Change Properties
Set your email in Preferences
Action
as closed The owner will remain Jonas Borgström.
The resolution will be deleted. Next status will be 'reopened'.
to The owner will be changed from Jonas Borgström to the specified user.

Add Comment
E-mail address and name can be saved in the Preferences .
