Please indicate which version of Trac you're using and search for duplicate entries first.

on loading python2.5 it told me socket error: connect refused. Then idle cant bind tcp/ip port8833, which is necessary to communicate its python execution server. either no networking is installed on this computer or another process (another idle) is using the port. run idle with n command line xwitch to start without a subprocess and refer o help.idle 'running without a subprocess' for further details

You still need to report which version of Trac you use, and ​search for duplicates in the Trac DB.

Most likely a duplicate of #4586.

You should upgrade to at least 0.10.4.
