Description
Scenario:
Trac Version: 0.11 dev User Account Config: HtPasswdStore and a htpasswd file
When the htpasswd file contains blank lines or comments, those lines are displayed as user accounts in the Trac account user management screen.
This is also the case in the AccountManager plugin for Trac 0.10.
