HI
I created a new user in the system.
I gave the user all the needed privileges.
The user can not login to the trac.
In the documentation I found a section that suggested few solutions like adding the TICKET_MODIFY privilege and entering the user details in the Settings page.
None of these worked and the user can not login to the system.
Please advice.

This is an installation/configuration issue. As such, please ask for support using the MailingList.
BTW, 0.9.5 is really old, you might want to upgrade to a more recent release of Trac.
