Email notifications should translate wikitext into links

Description
Quite often, we post a comment to our trac like:
See ticket #1234 and milestone:onetwothreefour
This means a developer gets an email with a link to the original ticket, but a plain text ticket number or milestone.
They then have to open up the link to the original ticket, and either use the quickjump feature; and copy and paste; or scroll through (potentially) lots of other comments to find the right links.
Current workflow:
- Change
- Email received (text/plain)
- Email read
- Original ticket opened via email link
- Scrolling
- New link followed
Suggested:
- Change
- Email received
- Email read
- New Link(s) opened in browser
