I think there is some confusion here, the post-commit hook script for 0.10.4 already works.

It looks like that you've patched a trunk​ version, however this version is dedicated to the upcoming 0.11 release.

See the original hook script for 0.10.4 in tags/trac-0.10.4/contrib/trac-post-commit-hook​

as closed The owner will remain Jonas Borgström.
The resolution will be deleted. Next status will be 'reopened'.
to The owner will be changed from Jonas Borgström to the specified user.
