Description
Trac is nicely smart enough to handle HTML code in the form !ä inside the normal text.
But it doesn't work in links or tickets, and maybe some other places, but the links are probably the place where it's most needed.

What's "normal text". I don't believe Trac supports HTML entities in any Wiki text. However, Trac supports unicode text, so you can use non-ASCII characters like "ä" normally in Wiki text.
When you refer to "links" are you talking about Wiki pages name links, or external http links? At this time Trac doesn't recognize non-ASCII characters in CamelCase names (see #230), but you can use the [wiki:PageName] style links.
