Add a new version with date = now

Description
In trac-admin I used quite often the version add x.y.z now syntax to add a new version. If webadmin is supposed to replace trac-admin, I guess we're supposed to be able to do the same with it. However, typing now in the Time field of webadmin gives a Python error.

Fixed by now (don't know the exact changeset).
The Released: field of the new version form is filled with the current date and time, in 0.11.
