Default options for Revision Log in trac.ini

Description
As far as I'm aware, TracRevisionLog allows some view options (like "Show full log messages") but does not allow configuration of defaults for these options.
I do not like some of the defaults and would like to change that, so I suggest a configuration section in trac.ini.

Actually #6002 has a patch for this.

The show full log message is turned off by default as it can be rather expensive.
But that's probably something one could tune to one's personal preference.
The limit paramater is now configurable in the TracIni, since 0.11.
