Custom Ticket Fields formattings fails sometimes

Description
I added some custom fields to Trac and it seems with a textarea should fill an entire row. With the attached trac.ini the 'Technical solution info' textarea and 'Real hours' text are on the same row. Changing the order for 'Real hours' to 2 solves the problem.
