Hi,
I searched in the documentation and the previous ticket, didn't find this specific issue: draft and published states for tickets.
The main interest is to be able to attach documents, check the links, formatting, etc. without submitting public changes to a ticket. Right now I have to submit the ticket once before I can attach anything to it, if I'm not mistaken. I'd prefer to submit the ticket as a draft, make it look right, and then submit it as published.
Also, the smtp_always_cc addresses are notified of all changes to a ticket. Would the notification be sent only when the ticket state changes from draft to published, that would fit my bill.
How can this be achieved?

Such a feature could probably be implemented as a plugin using the orgoing WorkFlow work, but it's outside the scope of Trac itself.
The "Preview" button builds a preview of the ticket without storing it (with the exception of attachements which are not sent to the server until the ticket is actually submitted). A previewed ticket is not saved on the server side - which means that you cannot store it as a draft - but you can still check the links, the formatting and so on.
