Description
Currently, the Wiki page preview is rendered on top of the page, and there's a skip link to go from there to the textarea which is below.
For consistency, we should do the same for other wiki fields, e.g. the ticket comment editing and preview.

Yes, that what I meant. The comment should appear part of the Change History, clearly marked as being a preview, by having a skip link which leads to the textarea.
Currently the textarea is above the preview, which I find confusing.

This was implemented in the ticket-preview changes, see #2888.
Wiki page preview is quite different from ticket preview.
For ticket preview, I think the preview should more closely resemble the actual output. This means that a previewed comment should appear in the ticket change history, and ticket creation preview should actually show the ticket. In both cases, the output would obviously need to be clearly marked as being a preview, similar to the wiki.
