Description
The permission denied page should be a Wiki page in the default-wiki.
This would be useful so administrators could give a reason why/who to contact if a user gets the message and believes they shouldn't. We also have WIKI_VIEW turned off for anonymous but would still like to give a "Welcome…" type page rather than a single error message.

The permission denied page is used for all parts of Trac, and we shouldn't rely on the wiki page system being available for general error messages.
