Release Trac 1.2.3

This ticket is used to coordinate the finalization and testing of the next stable version of Trac, 1.2.3.

Since r15974 we have a requirements-release.txt for installing all of the requirements necessary to do a release. I was thinking it might be useful to have a requirements.txt and requirements-dev.txt as well. We could list all optional dependencies in both files and users would then have an easy starting point towards creating a customized requirements.txt for their own Trac install.

I was going to pin Textile versions in AppVeyor and TravisCI configs, but looks like this might get fixed quickly so I'll hold off for a few days.

I will revert the change to that file, but I will reapply after 1.2.3 is released. We should not have trailing whitespace in those messages.
