Plugin authors are listed for each plugin on the plugin admin page (/admin/general/plugin). When a
maintainer is included in setup.py, the maintainer is shown in the Author field. I proposed we show the label Maintainer in place of Author when the maintainer is listed.
I propose we show the maintainer in addition to the author.
