Repositories admin page should indicate repositories defined in multiple providers

- If a repository is defined in the database store and the trac.ini configuration file, only the repository defined in the database store is indicated on the Repositories admin page. Providing some form of warning message to the user could be beneficial.
- The user is allowed to add a repository to the database store, and doesn't receive a warning message, when a repository of the same name is already defined in the trac.ini configuration file.
