New Tickets Does Not Email the Owner

Description
When you create a new ticket it does not initially email the owner of the ticket. It waits until that owner accepts the ticket to email them. This is problematic because the owner may never know they have a ticket waiting for them.

I actually have my username as my email address. I changed it from a one word username to an email in hopes of getting it to email me new tickets. But, still there is no such luck. I am not sure if this is a bug, missing feature, or simply a stupid user problem.

It seems that the "Settings" page doesn't actually use the "Settings" email address for notifications.
It would be great if email addresses and settings could be associated with username in the database. When activity occurs on a ticket, the settings could be checked to generate an email.
Two settings I would like are:
- Email me when I become the owner of a ticket
- Email me all activity for tickets I am the owner of
I believe ticket #1188 is related, also.

We've just started using Trac. Seems really cool. This issue would be a big one for us, since we're moving from our previous bug tracker which had extensive email support.
Specifically, using the "Settings" email address for notifications, as well as initial notification to the owner, would be very well received.
