User with MILESTONE_ADMIN should be able to access the Admin Milestone page — at Version 3

Description
Currently TICKET_ADMIN and MILESTONE_VIEW page are required to access the Admin Milestone page.
The following changes are proposed:
- User with
MILESTONE_ADMINshould be able to access the Admin Milestone page, regardless of whether they haveTICKET_ADMIN. TICKET_ADMINshould still be required for changing thedefault_milestonesincedefault_milestoneis a property of the ticket system.
