How to Reproduce
While doing a GET operation on /admin/versioncontrol/users
, Trac issued an internal error.

I hope you did that by mistake…
You already submitted this in #10943 and you were told that we can't do anything about this issue.
It's either an InstallationIssue (of a plugin), or a PluginIssue. The plugin involved is not maintained here.
