trac-admin has no commands at all!

Description
Hello, I've successfully set up trac, but i can't add a user! actually, the only trac-admin commands that work are:
- help
- ?
- initenv
- deploy
But that's all, i can't add a user, so i can't use webadmin. And i can't use the trac-admin command cause it doesn't contain any command!!! Did i do something wrong??? Because i'm not gonna publicly open the url to users till this is solved (my htaccess blocks anyone except me and the server)! Feel free to pm me at: admin@…

This is an InstallationIssue, most likely the user running trac-admin doesn't have permission to the Trac environment.

I have created that trac env (as well as the complete install). Everything runs from a python virtual env I already tried reinstalling, didnt work!
