Description
Creating a new project is described in TracInstall. When you create a new project it is not obvious that you should look there to find out how creating a new project is done. It is much more obvious how to create a new project when there is a TracCreateNewProject entry in the help text.

Well, in general no need to have tickets for the wiki changes, as clarifications and improvements could always be done directly there.
Note:
See TracTickets
for help on using tickets.
I'd be concerned about the further confusion this could create between environment and project. Multiple environments can be configured for a single Trac installation, but multiple projects are not supported within an environment, TracDev/Proposals/MultipleProject.
The page could be named TracCreateNewEnvironment, but I think that for the most part the organization of the documentation is already adequate.
