    13 Topics that apply to more than one module are probably still best discussed in [[Proposals]]. If the "scratch pad" idea works well, maybe we could use a similar approach for planning changes to other parts of the code base ([[../Refactoring]]?).
     14Note that we now also have the TracIdeas pages, but they are more user-oriented, and being outside of TracDev/ hopefully less scary to edit ;-) The !TracIdeas/ pages are more for collecting facts (and recap of tickets) and presenting ideas, whereas the present !ScratchPad pages are more for making synthesis or discussing implementation strategies.
