Surely we want to just delete this whole ticket? I think we should delete all tickets of unknown origin, and certainly anything that links externally to files and resources way beyond our control. We should not provide such links to the world, affecting search rankings, and whatever else a "listing" on t.e.o involves.

I would have deleted the ticket right away if it only contained junk links. Here, it looks like a perfectly valid ticket, with links pointing to a Subversion repository, so it's really just a WrongTrac (10s of googling leads to https://piglet.felk.cvut.cz/projects/SWINPRO/). In such a case, I usually let the ticket live long enough so that the original poster can copy the data he entered and paste it in the "right" Trac.
Same goes for Wiki pages which have been created here by genuine mistake.
