Description
I upgraded from 0.11.7 to 0.12.1 . After this in all time fields the number of digits are now sixteen instead ten.
I didn't find this in release description.
Now my statements datetime(time, 'unixepoch', localtime) are wrong.

Right, that was only documented in TracDev/ApiChanges/0.12, I've added a note in TracDev/ReleaseNotes/0.12@22 as well.
We should probably also make a short note about this in TracUpgrade.
