rssfeed Macro cannot decode

Description
When i use rssfeed with as rssfeed(http://projects.edgewall.com/trac/timeline?daysback=90&max=50&format=rss) I got the following error:
'ascii' codec can't decode byte 0xc3 in position 25: ordinal not in range(128)

Also there is a Problem with the url: http://www.heise.de/newsticker/heise.rdf
It looks like the Macro need a Title. Maybe is nice to have a Parameter for Title if it not exist.

Well, the rssfeed macro no longer comes with Trac, so this isn't an issue anymore. Of course, if anyone wants to polish the macro and submit an improved implementation, please go ahead ;-)
