Description
Error reads
Warning: Can't synchronize with the repository (Unsupported version control system "hg": "cannot import name cachefunc" ). Look in the Trac log for more information.
This installation runs Mercurial 1.4.0 after trying with Mercurial 1.1 through every version all the way to 1.5
The trac installation itself is able to successfully operate any other module with the versioncontrol module completely disabled. Only when hg is specified does the system report these errors.

Oops, sorry, this ticket managed to stay unnoticed (never set the milestone by yourself).
It's been a while I haven't tested the version 0.11 of the plugin, so there might be some incompatibilities although no one else reported a problem.
In any case, please upgrade to at least Trac 0.12 and a recent version 0.12 of the plugin (a lot of improvements have been committed lately).
