[Patch] Help link from Changeset viewer

Description
Two very minor changes are suggested (and included in the patch).
- The Diff Viewer, Repository Browser, and Log Viewer all have nice help links at the bottom of the page. The Changeset Viewer does not. The attached patch adds a help link for the Changeset Viewer.
- I felt that the Repository Browser help note should read "See TracBrowser for help on using the repository browser". Previously, the word repository wasn't present.
On a somewhat related note, I've always thought it might be nice to put the help links in the left side of the contextual navigation bar. That way, they are always present as one scrolls through the page. Even though the current help links are always in the same location, one often has to scroll to the bottom of a page to see them. Just thought that I would toss that out there for comment.
