Description
When editing an existing ticket, the comment field has a few buttons on top (which don't look like buttons, BTW) and next to them the stanza "you may use WikiFormatting here". I'd like you to add this stanza to the page where a ticket is created.
This would help our users (which mostly just file reports about bugs that are subsequently fixed) to find out about the fact that they can format their text. Also, it would be useful to make the buttons more button-like, I believe those are often not recognized as buttons for formatting the text at all.

Also the Add Attachment
form could have the same link. Not that you want that functionality there, but since it already does apply its formatting magic to the description, the link would serve as a nice warning.

This is a duplicate of #9065, which is almost fixed.
Good points. Adding the you may use WikiFormatting here line is a no-brainer, but changing the "button bar" is a bit more involved. The added benefit I see is that it could then be more easily extended.
