Reproduced. Note that when the bullets points are completely empty (i.e. not even whitespace after them), they don't get interpreted as bullets. I think this is really a corner case.

In Opera, the bullets for the empty items are either not shown at all, or all exactly superposed on the last non-empty bullet.
