Trac failing with below error & 'trac-admin resync' not working & restarting postgresql is also not working!!

When you report an error, please fill in the version field.

Please upgrade to the latest stable release of Trac (0.10.4).
0.10.3 is known to have some flaws with the version control management.

BTW, what do you mean with "trac-admin resync" not working: did you receive an error message when you ran the command?
