How would I add a simple download counter to count how many times a file(attachment) has been downloaded?

Description
How would I add a simple download counter to count how many times a file(attachment) has been downloaded, IP Address etc?
This could be extended to link to authorised users to get valuable statistics. It could be further extended to track page visits by authorised users.

Make a plugin (a request filter would probably fit the bill nicely). You could also use your normal webserver logs and a standard analytics package.
