single quotes in wiki posts

Description
When I enclose a character in a single quote such as 'a' the text displays correctly. If I were to try to post a single quote followed immediately by another single quote, the quotes disappear after submission of the text to the server. If I place the quotes in a code block, the quotes appear as they should.
e.g. if you were to place '' outside of a code block, the '' disappears after submission.
I discovered the problem when trying to post an example command that required empty single quotes in ticket:5522

Doubled single-quote sequence is used to enable italic text.
You need to use the escape char
!
to disable this behaviour, such as in!''
