Description

Webadmin generates internal error when access to trac.ini is denied by OS level permissions. Would be nicer if it won't say "Internal Error", instead it could point out similar configuration error which you get when you try to log in, when login is not enabled.

Yes, a "500 Internal Error" is not a nice way to say "Error writing trac.ini. Please check your file permissions.". It still happens on 0.11.1.
