Description
I suggest the creation on ticket a field for the user decide if he want to send a e-mail when the ticket is modified. Sometimes I need to do a simple correction on the ticket and I don't want to send a e-mail.

Something like a "minor edit" flag… similar to the one once discussed in #38.
If implemented, this has to be tightly coupled with notification preferences, so one can decide on a case by case basis to subscribe to only the major changes or all the changes including those flagged as minor.
