138We had the same experience with other long running tickets (#6614 or #7723) where intermediate tasks were introduced along the way. It's not always easy to know beforehand if such a subtopic will evolve into a full-fledged issue of its own, or if it's just a quick reminder for a little thing to do. So ideally, we should be able to identify such a "todo" item, mark it as done in place if it's a small enough task, but eventually be able to create a ticket (subticket?) from it... A refined implementation of these ideas is probably for Trac 2.0, but this could already be approximated today by using the TH:WikiExtrasPlugin's WikiPhrases, say with a FIXME or TODO later edited into FIXME / DONE.
