Unicode problem after r5134

Description

When attempting to display our list of Trac projects, each project name is followed by the following error text: 

    (The Trac Environment couldnt check for upgrade. 'unicode' object has no attribute 'decode')

If I go direct to a project, this happens too. There is nothing further in either the trac log or apache log, and reverting to r5134 makes the problem go away.

We are running using apache 2.0.49, mod_python, python 2.3.4, on SLES9.

Set your email in Preferences
Action
as closed The owner will remain Jonas Borgström.
The resolution will be deleted. Next status will be 'reopened'.
to The owner will be changed from Jonas Borgström to the specified user.
