global ini support

Description

it would be nice if there is global ini support in trac, in which i can enable plugins, setting defalut plugin settings, adding custom ticket fields for all projects, not just for 1.

problem arises after this feature is that any trac admin tool that update project local ini should take aware of this feature, e.g.: can go to "global default value", by removing ini setting from project local ini

to The owner will be changed from Jonas Borgström to the specified user.
