all milestones are in the drop down list, even completed milestones

only currently open/uncompleted milestones

bug does not occur for New Tickets (they only show uncompleted milestones)
this bug gets worse and worse with time, as milestones for the project grow the list gets unwieldy; and we frequently designate a milestone and move previously reported problems into that milestone to complete them.
