Additional Buckets to track time based on rules build in the TimeMeter System

Need to have the ability to handle mulitple types of rules based on hours worksed Current funtionality does not allow multiple rules based on hours worked and does not move those hours worked to buckets. to acommodate those types of fields we need to be able to build the rules to accommodate the contracts and rules around hours by employee to feed to external payroll systems.
