Is there any sane way to get trac to ensure that the assigned to user is a dropdown list of names (either username / name set in session table) or a htpasswd file of users?

It would make it easier to see who is on the system and prevent them from entering the owners name incorrectly. For example if you uppercase a users username it will not show up under "My Tickets" report.

Would it be possible to populate the name of the user on the dropdown? I've tried modifying the trac source but keep getting exceptions.

The field is populated automatically from the list of active users. The one gotcha on that is a user will not appear on the list until he/she has logged in at least once.
No need to modify source to get this to work. See TracTickets for more info.

The penultian message was about the "name" of the users in the dropdown list, not the "username".
It is much more (user-)friendly to have fullnames rather than usernames
Can the restrict_owner be added to the [ticket] section of the trac.ini which is installed when setting up trac.
